Ukrainian President Volodymyr Zelensky States Absence of Clear Security Pledge from Partner Nations

President Zelensky has stated that European allies have failed to provide solid assurances that they will defend Ukraine in the event of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.

These remarks follow a day after Britain and France signed a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is finalized.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a pledge at talks in Paris on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which involved some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.

Allies proposed that the United States would take the lead in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

Moscow has not yet commented on the declaration made in the city of Paris.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about one-fifth of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "a vital part of our commitment to support Ukraine for the long-term".

He added: "It paves the way for the legal framework under which allied military personnel could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."

Zelensky hailed that accord as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.

"But as long as we lack such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this question cannot be answered. And even if they do, you still have to rely primarily on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also notable owing to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the allies "largely finished" their work on finalizing security arrangements.

Last week, Zelensky said a peace deal was "ninety percent complete".

Questions of land and defense pledges have been at the forefront of outstanding matters for diplomats.

Putin has repeatedly warned that Ukraine's military must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.

Russian forces currently controls about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions form the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Russia has also made slow progress in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with drones, albeit with more limited success.
